CGP REPORT      18.01 2010

GolfMark accreditation has been awarded to Bewdley Pines Golf Club and most recently to The Abbey Hotel Golf and Country Club, making a total of 20 clubs. Congratulations to both clubs. Nationally 267 clubs have been awarded and 534 are working towards achievement. We remain one of the highest achieving counties and it is anticipated that clubs acknowledge the benefits of this award .There are 9 more clubs that are registered and it is still not too late to apply. If any clubs need further advice contact sharon.heeley@englishwomensgolf.org           or  warwickholland@aol.com  or  register online at  www.golfmark.org

Recruitment and Retention Toolkits can be purchased on line and at the last count many clubs have purchased these and found them very beneficial. Email development@englishgolfunion.org From December 2009 Sharon Heeley announced that they will be F.O.C  for all GolfMark clubs.

I note from the last CGP Meeting 16.12.09, Sharon Heeley stated the toolkits are free to GolfMark clubs.

Club Coaching Grant Applications 2009 have been received from 15 clubs with 14 receiving £800 and 1 receiving £400. 4 more clubs may have applied in December but could the delegates check if the applications were made and if monies have been received I have a short list of those clubs. It is a pity to lose out on funding that is available if it is the paperwork involved that makes it difficult.  The outstanding figure being £3,200.

The total external funds paid to clubs are £11,600 which has been used to support the coaching and recruitment of juniors.  National statistics state the average number of new recruit’s averages at 80 per venue/club.

In 2010 only GolfMark clubs will be eligible for the EGU grant which will be £600 in 2010. It is hoped that this will encourage clubs to complete their accreditation.

The Annual Junior Conference is being held at Kings Norton Golf Club on Tuesday 2nd March. Please encourage your captains and junior organizers to attend. This is an opportunity for you to comment on the positive or negative side of the Development Plan and the funding streams so we can report back to the EWGA/EGU and EGP.

National Skills Challenge had 149 clubs register in 2009 compared to 102 in 2008. To date 469 clubs have registered. This is becoming an increasingly popular initiative

Introduction Warwick Holland

Firstly I would like to thank the delegates for bringing a copy of the 42 page Development Plan. If your club secretary did download this document please return it to your club for your Captains, Management Committee and Pro’s to read, observe and respond.  Pat Tattersall has made a pdf version and the document will be on the county CGP website at www.worcestershireamateurgolf.co.uk

You may recall on a very wet day in July 2007 Warwick braved the storms and floods to present the first phase of the CGP Development Plan. Two and a half years later with further funding granted up to 2013 the second phase begins. The Award Agreement (from the EGP and Sport England) of £105,000 was made in April 2009 and should allow funding over the next five years providing the partnership delivers the PLAN and achieves its objectives. However after March 2013 further funds are not guaranteed. It is therefore important to examine internal sources and external opportunities.

There are allocations of £37,750 for 2009/10, £25,750 for the next two years and £15,750 in 2012/13. Notice this decreases. The annual break down is in the Award Agreement Document, copies available if requested. A proportion is given to the Club and Coach programme which will be reported on in the Junior Report.

CGP REPORT   AGM 2009

The County Golf Partnership is now in its 3rd year and continues to provide a pro active stimulus for golf development throughout many golf clubs. Nationally there are now 30 CGP's in place leaving only Staffordshire, Yorkshire and Lancashire without partnerships. We were the 3rd partnership to form in 2006.

Each partnership has recently been sent a new Awards Agreement from the EGP. This has duly been submitted and our bid to extend the funding to 2013 has been successful, providing we continue to meet targets each year.

£105,000 is the total award allocated over a 4 year period.

The year began with the continuation of the Club and Coach programme which started in October 2008. CGP funds of £2,250 have been received enabling the  initiation of starter groups which has given girls  an opportunity to try golf. Recently 3 assessment days were scheduled. The girls have been re-assessed into ability groups under the guidance of 3 pros and the junior selection committee. New recruits also attended and are always welcome.

GolfMark accreditation has continued with 7 clubs attaining the award this year bringing the total to 18. This is well above the national average . Congratulations to Evesham G.C. Hagley G.C. Kings Norton G.C. Moseley G.C Stourbridge G.C. Worcester Golf & Country Club and  The Vale Golf and Counrty Club who have recently been successful. 11 further clubs are registered and we look forward to their success in 2010. The award provides a national standard for quality  and will give clubs  a variety of benefits that EWGA/EGU are continually updating.

Club Coaching Grant applications have been awarded to 9 clubs this year. The response to this available money was brilliant with 209 clubs to date receiving funding. The grant is well worth the paperwork as £800 is available to GolfMark clubs and £400 to those without. Check your pro's have applied and completed their application. The pro must provide Taster sessions for adults and juniors.

The National Skills Challenge has been a popular initiative with 15 clubs participating. The challenge plays a key role in increasing junior membership with a national increase of around 8,000 since 2004.

The national final in the 9-11 age group was won by girls for the first time. They also took 2nd place.  Please encourage clubs to introduce this fun scheme. Info

from www.englishwomensgolf.org or www.getintogolf.org . All you need to do is register your club and you will receive a variety of Free coaching resources.

The year has seen great improvements on the CGP website and I thank Pat Tattersall for her input along with the publication of the Worcestershire Factsheet encompassing the function of the 2 bodies (WUGC and WHLCGA) along with the benefits of the County Card Scheme.

Safeguarding Standards have been reviewed under the guidance of Sharon Heeley. The CGP now have one policy statement amalgamating the boys and girls . This has been based on the Children in Golf  Safeguarding and Child Protection Policy. Parental Consent Forms, Medical Forms and Incident Report Forms have all been amended along with 'Parental Responsibilities' information.

Enhanced CRB checks are still requested and all volunteers working with children must possess this certificate.

The presentation to Redditch District Council requesting a bid to acquire Pitcheroak Golf Club as a development centre was granted for a two year period . This initiative has been closely watched by the EGP as a recruitment club for golfers to play at a very reasonable cost. Membership has doubled in 4 months with 80 new members enjoying the 9 hole course. Community links and targeting school links has been a nessential part of the process. 30 schools now receive golf tuition which has helped to increase golf membership in many local clubs.

The County Golf Development Conference at Woodhall Spa, was attended by Andrew Boyd (Chairman CGP) Warwick Holland (Development Officer) and Netty Kitson. The programme for the 2 days included presentations on key issues, the Volunteer Awards Ceremony, Workshops,  and golf demonstrations.

Jennie Price, Chief Executive of Sport England, gave an interesting talk on sport development. Greater investment at grass roots being a strong issue with an awareness of how other sports have achieved success. The aim is to become the leading golf nation in the world by 2010....not much to aim for !!

£12.85 million has been awarded to the EGP by Sport England

Talks on regional perspectives and the role of CGP'S followed. Workshops were held and we discussed targets and what were necessary to 'stay and 'succeed'.,and the value of marketing methods within clubs. Delegates had the opportunity to talk to 'experts' in the field of assisting volunteers, developing golf in schools, Safeguarding. Equality, the Club and Coach Programme, awareness

of resources etc. I have copious notes on many seminar discussions if you want further info.

Documents on all the CGP's individual development were available and it was interesting to see how much work has been done in one year. Compared to many, Worcs & Heref. are at the forefront of the success stories.

Finally, I thank Sylvia Laws who after 4 years of helping to pioneer the project in her days of Captaincy has decided to leave us to it. Her enthusiasm for this venture has helped steer the group of volunteers into a hard working committee working alongside Andrew Boyd, Warwick Holland, Mark Laing (PGA) and Sharon Heeley (EWGA Regional development Officer). Thanks also to Karen Greenfield and our newly appointed member Chris Henderson.

Finally CGP reports are available on our website  www.worcestershireamateurgolf.co.uk

CGP Report 13th July 2009

There have been two meetings on 27th May and 17th June.

County representatives at the meetings included Karen Greenfield (Treasurer), Netty Kitson , Sylvia Laws and  Chris Henderson, a newly appointed committee member.

A précis of agenda issues follows.

Discussion on updating safety standards and equality along with volunteering action plans took place. It was felt that policies should be updated to cover ALL issues across the board that affect women, men and juniors (boys and girls). Sharon Heeley and I are finalising the Safeguarding and Child Protection policy. A WHLCGA Junior sub committee has been formed so we can review our current policy to include the junior boys. We are also reviewing The Codes of Conduct and Andrew Boyd is reviewing Disciplinary Procedures. We (WHLCGA) have recently received an Equity Policy document which has been duly signed and returned to the EGU.

Please note all clubs will be expected to have an Equity Policy / and or action plan in situ.

Pitcheroak, a 9 hole course in Redditch  is now up and running. The CGP have appointed a pro and watch this space for future golf development. Recently 15 new members have joined. This could be a very successful golfing location establishing links with Redditch Borough Council and local schools/ communities. Redditch is piloting a sports programme targeting under privileged children (£300 per child). Operating standards ref. course maintenance has been reviewed with assistance from the head green keeper from Woodhall Spa.

A summary of the annual accounts was presented by Karen Greenfield. These are available should anyone wish to have a copy. Preparations for the annual review are in situ and we hope to be successful in our bid for Year 3 funding from the EWGA and EGU.

GolfMark accredited clubs were to be reminded to apply for the £800 Club Coaching Grant which was not sanctioned until late Feb. A reminder to all pro’s and secretaries to ensure all forms have been fully completed and returned.

Sharon Heeley confirmed that the Regional Development Officer network of 8 officers would remain in place until Dec. 2010 and then positions would be reviewed again.

Sport England funding for the EGP (English Golf Partnership) was not finalised as of 30th June 2009. The proposals are that funding would be received dependant on 4 issues

  1. Core funding which is to be implemented by a development plan.
  2. County Development Officer funding to be based on the size of the county ( i.e. Yorkshire have c. 150 clubs )
  3. Club and Coach Funding (linked with junior development).
  4. Other considerations include web site development and a widening access to other golf development initiatives/projects such as Pitcheroak/ and or disability and school groups along with club and school links.

We need your feedback on any success stories that your club or local schools/ youth groups have implemented to encourage participants to play golf.

In order for this to happen additional volunteers are needed for ‘one off’ assistance on golf promotional days. We need to make the partnership more operational so if you are able to help in any way please contact any one of us at any time.

Other schemes that are being considered are Power Play Golf. Peter McEvoy has discussed running an inter CGP Power Play event with Warwickshire including 8 clubs per county. If your club is interested let us know. The cost of a power Play Kit is £50.

Following on from our CGP meetings we have been successful in obtaining club and coach funding in 2009 which has helped the development of our junior section. This funding is only accessible if we meet a certain development criteria and has needed re-constructing to meet the demands for 2009/10 funding. May I thank Rhona Humphries for her input here. Assessment Days are already in situ and will be further discussed in the Junior report.

Finally congratulations to Kings Norton and Moseley Golf clubs in attaining GolfMark accreditation. There are now 17 clubs having achieved this award. The Vale and Ombersley have also collated 80% towards their Evidence File.

CGP Report     WHLCGA Meeting May 18th 2009

Since the last meeting on 9th February the CGP have had two meetings on 23rd Feb. and 29th April 2009. Netty Kitson also attended the CGP Development Conference at Woodhall Spa on 24th/25th Feb. A report on the conference was submitted via the website along with a ‘suggested action plan’ for club delegates.

The following observations have been made over the ensuing months.

·        EGU Coaching Grants of £800 are still available for GolfMark accredited clubs. All other club applications could receive £350/£400. The first 350 clubs that apply may receive this funding.

·        The CGP successfully applied to have the Sportsmatch £6,000 fund facility extended from April to Sept. The clubs that have applied for funding to host Taster and Open Days can now plan ahead for the summer period. 24 clubs have applied for funding. It is important that when you do host these events that your pro’s and marketing dept follow up these sessions and offer further coaching and membership packages. Also if your pro’s do spot exceptional talent amongst any youngsters then please let us know a.s.a.p

·        Club and Coach project is underway. 6 coaches and 2 x reserves were appointed and met up with Stuart Armstrong and Justyn Branton. 70 juniors were selected and parents accepted a £3 levy. The Club and Coach programme will now be integrated within the WHLCGA Junior Coaching. Our new development squad have been selected with a view to continued open recruitment from local schools and community links. Linda Carruthers and Justyn Branton are to meet up with members of our Junior committee to discuss the coaching plan for 2009/10

·        28 PGA Level 1 coaches have qualified. If clubs have any volunteer nominations please let Warwick Holland know NOW as a new course begins at Bromsgrove Golf Centre on  31st May 2009.

·        Congratulations to Evesham Golf Club  and Worcester Golf and Country Club in attaining GolfMark. There are now 15 clubs with Golf Mark accreditation (national total is currently 178 (in Feb . this figure was 153). Worcestershire is well above the national average. (Since this report Moseley and Kings Norton have attained GolfMark bringing the number to 17)

  • Further workshops will take place during the winter months for those clubs wishing to speed up progress. Kings Norton and Moseley have made 95% progress.
  • The Redditch Kingfisher and Pitcheroak  (9 holes ) proposal was submitted to Redditch Borough Council and a verbal agreement was made in Feb. A formal presentation was delivered by Andrew Boyd  (Netty Kitson representing WHLCGA ) on 26th February 2009. The CGP have since been offered this facility to use as a one year pilot scheme for the future development of golf within the local community/schools. Finance and funding have been discussed and it will continue to operate as a 9 hole golf course. Interviews have recently taken place for a PGA Pro and Chris Stanley has been appointed from a short list of 3 applicants.

This initiative has been met with great national interest from England Golf. If successful this venture will form the blueprint for similar projects across the country. One of the objectives in England Golf’s ‘whole sport plan ‘is to demonstrate progress amongst all players and to Start, Stay and Succeed in the game.

  • Recruitment and Retention Toolkits are still available for all clubs to purchase.

71% of GolfMark clubs have accessed external funding since achieving the award.

Of those participants in Taster Sessions 81% are still involved in golf of which 45% have now joined a club.

Participation

Female participation has increased and there are now 18,000 more participants.

85% of clubs registering for the National Skills Challenge state that the scheme has been beneficial in improving juniors performance. It is not too late to apply and could be included in your clubs summer coaching programmes.

A final reminder to all County Delegates to liaise with club pro’s and assistants and to forward any names of girls who show exceptional talent from Taster Days/ Open Days /School links etc. It is never too late to include them into the Club and Coach  sessions.

WHLCGA   CGP  COMMITTEE    -    Nettie KItson
CGP Report at WHLCGA  Meeting 9th Feb.2009 ( Redditch Golf Club.)

Firstly I would like to congratulate a further two more clubs, Bromsgrove G.C. and Hagley Golf and Country Golf Club for achieving Golf Mark. Bromsgrove was also awarded the status of ‘High Achiever’. This is the highest award and is achieved by successfully completing a further 30 questions.

There are now 12 clubs accredited with GolfMark with 3 more clubs having made 90% progress and a further 12 under assessment. That leaves 12 clubs still to apply.

Nationally 153 golf clubs have achieved GolfMark so as a county we are above the national average.

The following information is from the Minutes of the EGU Development Committee Meeting dated 14.01.09.  Richard Flint, EWGA Development Manager announced that golf had been granted £12.85 million by Sport England for the period 2009-2013.

It is expected that CGP’s , CDO’s (County Development Officers) and clubs would be key priorities. Clubs achieving GolfMark will be given priority funding. Sport England had conducted an ‘Active People Survey’ that highlighted golf as no.4 on the list as far as growth in participation showing an increase of  59,000 participants over a 2 year period.

There are now nationally 28 County Golf Partnerships, 14 with CDO’s. They are all at different stages of development and on 24th/25th February I shall be attending the National Conference at Woodhall Spa. I will then report on future developments and progress.

A recent CGP development for WHLCGA has been the submission of a Club and Coach Fund which this year will help to financially support our Juniors and 1st Team Squad. This will facilitate further coaching with our Birdies, Eagles and new Development Squad.

A reminder to all clubs to apply for the EGU Coaching Grants. There will be one grant this year combining the Junior and Coaching grant. Forms will be available in February. This has been delayed as the EGU await confirmation of the additional funds from Sport England. The aim is that GolfMark clubs will get additional funding.

The figures in 2008 were encouraging with 793 registrations giving 10,309 juniors coaching an average of 19 per club.

480 clubs registered for the Free Coaching grant which gave over 12,000 beginners’ taster sessions, an average of 29 per club.

If you recap following the CGP Presentation at the last meeting,

I have been advised that the CGP have applied for an extension to the period that you can apply for. This will hopefully be granted and will include April to September 2009.  So, please submit your clubs proposals and contact Warwick Holland CDO or Andrew Boyd for further information.
